Phanes Bay understands the need to repopulate the city. They believe that, in this, the ends justify the means. Part of the solution includes outlying settlements pay tribute to Phanes Bay, some of which is humans, mainly female. The city does not bleed the settlements dry, but takes enough for its purposes.
The facility is a large mansion, housing the human tributes. They have access to everything they need, and they are free within the mansion. But they are not allowed to leave, and they are expected to be doing one of two things, moving through pregnancy, or trying for another one. Failure to do so results in suspensions to more unfortunate living arrangements.
Citizens of Phanes Bay are all aware of this facility, and all pretend it does not exist. Children born of this facility are not raised here, or by the residents. Instead, they are put through an adoption program. This adoption program is the reason the Barren are able to have families, since they cannot have their own children. Everyone knows where the children came from, but this fact is conveniently ignored.
